Under direction of the Deputy City Manager, develops, manages, and administers community safety programs focused on crime prevention and emergency preparedness; oversees, monitors, and implements the City's contracted law enforcement services with the Los Angeles County Sheriff's Department (LASD); manages and executes parking enforcement, community safety services, animal control services, crossing guard program, neighborhood watch, and Community Emergency Response Team (C.E.R.T.) programs; administers and manages City's Emergency Operations Center; serves as secretary for the Community Safety Committee; receives and responds to community concerns and complaints relating to public safety matters; prepares and presents community safety service reports, records, and documents; and performs related work as required.
  • Administers, monitors, and manages agency contracts providing law enforcement, fire protection, public health, animal control, and activities related to community safety; coordinates and evaluates the scope and quality of services received; identifies and manages contract terms and addresses need for contract modifications.
  • Receives and responds to emails and phone calls from staff and members of the public regarding community safety administrative issues, homeless concerns, parking permit issues, law enforcement activities, and other City safety matters; confers and addresses public-relations quality-of-life issues as directed and expressed by City administrators, school officials, businesses, and residents.
  • Reviews and prepares responses to administrative reports and analyses developed and presented by LASD; confers and discusses current activities and progress on identified and contracted strategic goals with Cerritos station supervisors.
  • Organizes and manages the Parking Enforcement Unit; oversees and monitors the issuance of overnight parking permits; reviews and manages the parking citation appeal process.
  • Prepares and presents management and administrative documents, analyses, agenda reports, and related Community Safety Division records; reviews invoices and requisitions, submits for payment, ensures division work is performed in accordance with City policy, internal standards, and established procedures.
  • Monitors and manages division staff; organizes and coordinates workflow and work scope; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems; trains and guides employee performance; conducts performance evaluations; and recommends additional training, disciplinary actions or cause for termination.
  • Supervises and organizes community safety officers, crossing guard coordinator and school crossing guards; and monitors and assigns activities of volunteers.
  • Represents the City at various multiagency meetings including Neighborhood Watch, crime control meetings, and regional safety manager functions.
  • Meets with various Neighborhood Watch groups, school officials, businesses, and residents regarding various crime prevention/apprehension, traffic safety, and quality-of-life issues.
  • Reviews, develops, and refines City emergency preparedness and emergency operations center (EOC) procedures; establishes training standards and monitors comprehensive plans for natural disasters and other emergencies.
  • Ensures appropriate City-wide training for emergency response.
  • Coordinates and integrates emergency planning with other City officials and officials of mutual aid cities.
  • Prepares the division budget for community safety programs and recommends appropriate levels of service.
  • Conducts planning and research projects as directed.

  • Law enforcement theory, principles, and practices, and their application to a wide variety of services.
  • Legal codes, including the California Penal Code and the California Vehicle Code.

  • Principles of supervision, training and performance evaluation.
  • Principles and practices of disaster preparedness, response, and recovery.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Effective supervisory and management techniques.

  • Conduct comprehensive studies, prepare reports, and make recommendations regarding City programs and operations.

  • Establish and maintain cooperative relationships with those contacted in the course of work.
MINIMUM QUALIFICATIONS: EDUCATION AND EXPERIENCE
  • Education: Bachelor's degree in Criminal Justice, Business or Public Administration, or a related subject from an accredited college or university.
  • Experience: Four (4) years of increasingly responsible experience in public safety, code enforcement and/or animal control or a related field, including two (2) years of supervisory experience.

  • Pushing, pulling, dragging, lifting, and carrying items weighing up to thirty (30) pounds.
  • Mobility, vision, hearing and dexterity levels appropriate to perform the essential duties of the position.
  • Drive a vehicle on City business.
Required Licenses And Certificates
  • Possess a valid California class “C” driver license.
