The City of Norfolk's Department of Human Resources attracts, develops, and retains diverse and exceptional employees committed to supporting our vibrant and resilient coastal community. We are currently seeking an experienced safety professional to act as the City Safety Officer. The City Safety Officer will manage City-wide safety and health programs while ensuring compliance with federal, state, and city occupational health and safety regulations.
Essential Functions
Essential functions include but are not limited to:
  • Manages City-wide safety and health programs while ensuring compliance with federal, state, and city occupational health and safety regulations.
  • Oversees development and implementation of safety training, such as defensive driving, First Aid/CPR/AED, Work Zone, active threat, new employee orientation, as well as an annual rotation of safety trainings, delivered through a variety of methods
  • Conducts City-wide compliance reporting to include OSHA, FMCSA, DOLI, VOSH, DOT, and others as required
  • Maintains City-wide safety records, investigates accidents, conducts safety audits, and oversees Safety Committees.
  • Promotes safety awareness through the creation of Industry/Trending Bulletins, Work-Site Safety Audits, and Safety and Wellness Fairs.
  • Serves as an emergency coordinator and responsible for Emergency Action Plan.
  • Creates and updates policies such as Communicable Disease, Safety Manual, TEAM Norfolk website, Emergency Action Plan, Loss Control Initiatives, Legislative Updates and required reporting.
  • Works in partnership with Risk Management and Workers' Compensation.
  • Provides oversight and assignments for two safety analysts.
  • Manages compliance with city-wide drug/alcohol testing protocols and required queries in the FMCSA Clearinghouse.
  • Manages the department's DMV account utilized to pull and monitor drivers' licenses of city employees.
  • Performs other duties as assigned.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Must have hygiene and or industrial experience in Workers Compensation Management and chemical handling Level of knowledge equivalent to four years of high school or equivalency.
Minimum of five years' experience in a Health and Safety field; or a Bachelor's degree in a related field plus one year of Health and Safety experience.
In addition to a minimum of 5 years of Health and Safety experience or a Bachelor's degree in a related field plus one year of Health and Safety experience preferred experience would include managing safety operations for a municipality or other public organization.
Additional Information & Requirements
  • Valid Driver's License.
  • Safety related certification such as Certified Safety Professional, Associate Safety Professional, Certified Industrial Hygienist, or others are preferred.
  • Must obtain American Red Cross CPR Instructor certification within one year of assignment.
  • Work Zone Traffic Control Training Instructor certification preferred.
  • Experience in the DMV extranet system preferred.

  • Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
