- *Position Summary**
The Manager, Health Protection manages all duties pertaining to the delivery of specific public health programs and services as outlined under the Health Protection and Promotion Act and Ontario Public Health Standards and corresponding protocols and guidelines, designed to protect and promote the health of all Lambton County residents.
To provide leadership, guidance, and direction to an interdisciplinary team of public health professionals comprised of Supervisors, Public Health Inspectors, Public Health Nurses, Registered Nurses, Registered Practical Nurses, Administrative Assistant, Program Support, and Students.
- *Job Duties and Responsibilities**
Program Planning, Development and Monitoring
- Coordinate, plan, direct and evaluate assigned programs and services in accordance with the Ministry of Health’s Ontario Public Health Standards, County policies and approved budget and community needs
- Formulate and review operating policies and procedures for all related programs and services
- Establish departmental goals, objectives, and performance outcomes and ensure mandates are met
- Develop program and funding proposals for submission to County Council/Committee, other government agencies
- Monitor the operation of all assigned programs, revise and update policies and procedures when required and ensure changes are communicated to all concerned and recorded in manuals and guidelines
Implementation and Delivery of Programs & Services:
- Provide technical advice on health issues and interpret legislation. Provide specialist advice to members of the County Council/Committee, Medical Officer of Health, General Manager, other Managers, staff and public
- Actively promote programs in the community aimed at protecting public health by making presentations to Council, Committee and groups as required
- Respond to inquiries from the media and general public on programs and services in accordance with county policy and ensure staff’s responses are appropriate
- Serve on joint committees with community stakeholders as required
Staff Supervision & Development
- Hire, transfer, promote, and discipline staff in accordance with county policies and various collective agreements
- Respond to grievances for CUPE 1291 and/or ONA 19 - LPH and provide input into collective bargaining process, e.g., proposals, statutes, analyses
- Administer and explain county personnel policies, work schedules, leaves, and overtime
- Assign functions and tasks to staff, evaluate performance, and recommend reclassification, promotions, and terminations where necessary. Recommend staffing requirements and allocates staff in accordance with approved resources
- Oversee and ensure staff are familiar with and trained in all aspects of their work through education programs, orientation, workshops, staff meetings, in-service training sessions, performance evaluations, individual counselling and by authorizing attendance at outside education conferences and seminars
- Ensure that staff function in accordance with relevant legislation, corporate polices and guidelines
Budget / Fiscal Responsibilities
- Review expenditures on a quarterly basis and prepare various reports
- Prepare and submit budget proposals for the program, justifying additional expenditures and participate in review of overall budget for Lambton Public Health
- Monitor expenditures against approved budget and make projections and adjustments to correct overruns
- Authorize program purchases, overtime, compensating labour, travel, and other expenditures within approved budgetary guidelines
- Maintain up-to-date knowledge on all corporate financial computer systems to track and monitor fiscal trends relating to department
Corporate Responsibilities
- Provide on-call coverage
- Attend council/committee meetings as requested, providing information about program and services and carry out special projects as requested
- Prepare administrative reports as required
