Job Summary
The Safety Manager will perform a full range of work to develop and coordinate the County's workplace loss control programs and ensure compliance with Federal and the State of Arizona safety and occupational health mandates, regulations, and requirements. Primary functional areas include: Industrial Hygiene, Compliance with State and Federal Regulations, Security, and Workplace Safety & Security.
- Design, develop and implement comprehensive countywide loss prevention policies, procedures and programs to enhance the safety of employees and to comply with Local, State and Federal legislation.
- Develop a Countywide strategy to create Occupant Emergency Plans. Collaborate with department directors and Appointed Authority to create specific building-specific plans.
- Analyze needs and procure Countywide industrial hygiene/ occupation health vendors for services such as exposure testing, immunizations, PPE, and drug testing.
- Advise department directors, officials, field Safety Coordinators and other management staff on technical matters related to safety and occupational health.
- Develop a system(s) to capture Federal-mandated documentation of all training and programs, including Bloodborne Pathogens, Personal Protective Equipment, Confined Space, Fall Protection, Hazardous Material, Hearing Conservation, and Electrical Hazard Protection annual training.
- Interpret Federal and State regulations concerning compliance, review proposed legislation and regulations. Respond to external agency inquires.
- Develop heat preparedness and response plan and assist key departments in preparing plans.
- Identify hazards to the organization by conducting site visits.
- Analyze security risks to the County and develop mitigation strategies.
- Review incoming incident reports and investigate serious incidents, near misses, or accidents.
- Oversee the preparation of materials for the County Driving Review Board. Communicate County Review Board findings and comments with Appointed Authority.
- Develop Countywide and department-specific training material targeted at initiatives or specific risks.
- Manage, evaluate, and schedule staff; assign projects and duties; meet regularly with staff to discuss and resolve workload and technical issues; review project work and ensure deadline and performance standards.
- Promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties and assignments as required.
- Bachelor’s degree in occupational health, safety or environmental disciplines, science or engineering, risk management, public management, and business and finance disciplines.
- Five (5) years of experience in safety programs and system management.
- Arizona Driver’s License required within 30 days of hire.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications
MSP, CSD, ASP, OSHT designation
- Knowledge of Safety policies and procedures in compliance with local, State, and Federal rules and laws.
- Knowledge of the rules and regulations of ADOSH and the Department of Transportation.
- Knowledge of Corrective Action Plan processes and claims, losses and incident investigation and reports.
- Knowledge of contractual indemnification and insurance requirements.
- Skill in training employees on work-site Safety policies, practices and procedures.
- Skill in Corrective Action Plans, Safety surveys and facility inspections and preparation of verbal and written reports of findings and recommendations.
- Analytical, planning and organization skills.
- Skill in public speaking, teamwork and relationship building.
- Ability to influence others and work in a cross-functional team environment.
- Ability to effectively manage conflict and its resolution.
- Ability to effectively communicate ideas and positions verbally and in writing and to effectively listen.
- Ability to write reports, business correspondence, policies, procedures and work instructions
Physical Demands
The position may require exerting up to 30 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Subject to confined spaces upon occasion. This position is subject to non-standard working hours, adverse weather conditions and fieldwork. The work also requires the ability to perform repetitive motion, speak, hear, walk, operate motor vehicles and demonstrate visual and mental acuity.
Work Environment
Work is performed in an environment making decisions that could lead to major community or organizational consequences if appropriate decisions are inaccurate or untimely.
This position is an exempt position under the Fair Labor Standards Act and is not a covered position under the Pinal County Merit System Rules. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship is "at-will" and employment may be terminated at any time, for any reason, with or without cause.
The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
