Position Overview
The Regional Safety Director is accountable for leading and overseeing all aspects of RATP Dev USA's safety programs across transit locations. This role ensures the effective execution of RATP Dev corporate and location-specific Agency Safety Plans (ASP), including strategies, policies, and practices for advancing safety performance at every RATP Dev USA location.
The Regional Safety Director brings demonstrated expertise in applying robust Safety Risk Management (such as MIL-STD-882E), identifying, evaluating, and mitigating safety risks proactively. They use Safety Assurance practices to assess the success of risk mitigations, investigate events thoroughly, conduct root cause analyses, and develop corrective and preventive actions that result in measurable, sustainable improvements to reduce safety events and injury rates.
This position requires significant experience implementing corporate safety policies, regulatory requirements—including those from the Federal Transit Administration (FTA) and the Occupational Safety and Health Administration (OSHA)—National Transit Database (NTD) reporting, and drug and alcohol program compliance.
Expertise in interpreting Safety Key Performance Indicators (KPIs) and leveraging incident and claims data is essential for this role. The Regional Safety Director must be able to regularly review performance, adapt mitigation strategies, and drive continuous improvement in a systematic and transparent way that strengthens the organization's overall safety culture. The role also involves conducting regular facility audits, organizing safety meetings, and delivering staff training on key safety requirements.
This position also serves as a regional point of contact, facilitating communication and coordination between corporate leadership, location management, and external regulatory partners. The Regional Safety Director is a driven, collaborative, and results-focused leader who adapts communication and facilitation styles to engage teams at all levels, efficiently leads safety committees and workshops, and is committed to achieving meaningful safety outcomes.
Salary Range: $125,000-135,000/year

Travel is required of this position about 75%.
Recurring use of hands, fingers, and arms in selecting/grasping paper, telephone, computer, and related items necessary in carrying out “desk” related duties.
The position involves sitting at a desk, walking, and standing demands. Lifting, carrying, pushing, pulling and related weight/force requirements are basically limited in terms of both intensity and duration and when required are characteristically associated with occupations designated as sedentary in nature. Essential Duties And Responsibilities

- Ensure all locations comply with federal, state, local, and client safety regulations, including FTA, Department of Transportation (DOT), OSHA, and other applicable mandates by overseeing site-level safety policies, regulatory adherence, and safety management system implementation.
- Lead the development, implementation, and monitoring of Safety Management Systems (SMS), hazard identification programs, safety assurance plans, and required safety standards across all locations.
- Provide leadership and support to general managers and safety leaders in hazard identification, risk mitigation development, incident investigation, and corrective action implementation to prevent recurrence and advance safety culture.
- Oversee operator training, telematics and coaching programs, ensuring comprehensive, ongoing education in defensive driving, passenger management, emergency procedures, and other operational safety practices.
- Manage compliance with drug and alcohol testing programs, including administration, training, and regulatory reporting, to meet federal and company requirements.
- Collaborate with locations to measure the effectiveness of risk mitigations and training initiatives, using data-driven action plans supported by audits, inspections, performance monitoring, and site visits to sustain safety improvements and compliance.
- Analyze regional safety, claims and incident data to identify trends, prepare detailed safety reports for internal and external stakeholders, and guide proactive safety initiatives and continuous improvement efforts.
- Organize and lead regular safety meetings and reviews, maintain records of safety events, training, and audits, and present safety metrics and findings to executive safety meetings, accident review boards, and leadership.
- Provide strategic input to senior leadership on safety and security policy development, program coordination, performance monitoring, and initiatives to enhance operational safety and regulatory compliance.
- Assist with safety department establishment, training, and support during new location start-ups.
- Liaise with external regulatory bodies, insurance claims personnel, and other stakeholders to manage compliance, investigations, and safety-related inquiries.
- Participate in safety audits and inspections of transit equipment, facilities, and operations to verify adherence to safety standards and regulatory requirements.
- Bachelor's degree preferred, ideally with coursework in Safety, Industrial Engineering, Operations, Occupational Safety and Health, or a related field.
- At least three (3) years of experience preferred in mass transit, transportation, insurance, or a comparable operational environment.
- Certification from the Transit Safety and Security Program (TSSP) offered by the U.S. Department of Transportation's Transportation Safety Institute is preferred.
Required Knowledge Skills and Abilitites
- In-depth understanding of public transit safety management principles, regulatory frameworks (FTA, DOT, OSHA), and industry best practices for Safety Management Systems (SMS).
- Thorough knowledge of drug and alcohol program compliance requirements and operator training program development.
- Familiarity with root cause analysis techniques, incident investigation processes, and corrective action implementation.
- Strong grasp of data analysis methodologies and safety performance metrics to inform continuous improvement efforts.
- Understanding of transportation or transit safety management within contract transit providers.
- Proven leadership and coaching skills to effectively support and influence frontline employees, site safety teams, and management in creating a strong safety culture.
- Advanced analytical skills to interpret complex safety data, reports, and legal/regulatory documents, enabling data-driven decision making.
- Exceptional communication skills, including the ability to prepare clear safety reports, deliver presentations to executive audiences, and write safety articles or training materials.
- Proficiency with computer applications such as word processing, presentations, spreadsheets, and specialized safety software; adept at using digital collaboration and project management tools.
- Ability to lead regional safety initiatives including policy oversight, audits, training programs, and safety assurance activities across multiple sites.
- Ability to oversee safety plans during new system startups and coordinate safety operations across multiple sites.
- Capable of responding to inquiries and collaborating with regulators, clients, and internal stakeholders to resolve safety concerns and maintain compliance.
- Skilled in defining problems, collecting and analyzing data, establishing facts, and drawing valid conclusions to proactively manage risks and hazards.
- Competent in applying mathematical concepts such as probability, statistics, fractions, percentages, ratios, and proportions to real-world safety challenges.
Travel is required of this position about 75%.
