Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. The PHA Process Control Manager is responsible for the leadership, oversight, and continuous improvement of Hanford Tank Farms' Process Hazard Analysis (PHA) program under the site's Process Safety Management (PSM) framework. This role ensures systematic hazard identification, evaluation, and control measures are in place for processes involving highly hazardous chemicals, fully aligning with OSHA PSM 29 CFR 1910.119 and H2C Integrated Safety Management System (ISMS) principles.The manager drives collaboration across interdisciplinary teams, integrates advanced digital safety tools (including Leader PHA by ABS Group), and facilitates the timely resolution of PHA actions to safeguard personnel, environment, and assets

In addition to managing the PHA program, the manager is responsible for driving continuous improvement initiatives for process safety and hazard analysis. This includes oversight of Management of Change (MOC) activities where process hazards may be impacted, ensuring ongoing alignment with evolving regulatory standards, and supporting the development and delivery of refresher training for staff involved in process safety activities. The Manager duties and responsibilities will include but are not limited to the following:

  • Lead and manage the H2C Process Hazard Analysis (PHA) program, ensuring full compliance with OSHA Process Safety Management Standard 29 CFR 1910.119 and H2C policies.
  • Define, schedule, and organize PHA studies in alignment with H2C safety management requirements.
  • Develop and maintain PHA schedules, assemble and guide interdisciplinary PHA teams, and define process and procedural boundaries for analysis.
  • Lead, organize, and facilitate all PHA meetings and studies, including HAZOPs, What-If/Checklist sessions, and operational procedure reviews.
  • Oversee deployment and effective use of Leader PHA software, ensuring team training, correct documentation, and workflow management.
  • Define scope, boundaries, and objectives of each PHA study.
  • Gather, validate, and apply comprehensive Process Safety Information (PSI).
  • Ensure all hazards, including those from non-normal operational procedures, are systematically identified and evaluated
  • Maintain thorough, up-to-date documentation for all PHA activities and ensure the program is audit-ready.
  • Continually evaluate PHA program effectiveness, propose improvements, and support periodic audits and regulatory reviews.
  • Ensure actionable recommendations from PHAs are documented, tracked, and resolved prior to process changes or startups
  • Proactively assess and update the PHA and PSM programs to incorporate best practices, lessons learned, and regulatory changes. Lead annual or periodic reviews to ensure the program's ongoing effectiveness.
  • Oversee the resolution and closure of all PHA action items and findings.
  • Ensure all activities, documentation, and team practices adhere to OSHA, EPA, DOE requirements, and H2C PSM policies.
  • Support development and delivery of site PHA and PSM training programs.
  • Interface with Safety, Health, Operations, and Engineering management to integrate PHA findings into broader safety programs.
  • Assess and improve PHA practices, tools (including Leader PHA), and hazard evaluation methods as site needs and regulatory guidance evolve.
  • Report PHA status, key findings, and unresolved actions to senior management and regulatory bodies as needed.
  • Serve as the primary authority and technical manager for the Hanford Tank Farms PHA program, ensuring regulatory compliance and best practice implementation.
  • Integrate ISMS (Integrated Safety Management System) principles and H2C safety culture into all PHA activities.
  • Lead Management of Change (MOC) reviews as they relate to process hazards.
  • Provide professional guidance and mentorship to PHA team members, fostering safety culture and technical excellence.
  • Coordinate with department shareholders and management teams to integrate PHA results into site safety policies and operational plans.
  • Ensure retention and accessibility of all PHA documentation per H2C policy and regulatory requirements.
  • Other duties as applicable.

Required Qualifications

Grade 20

Bachelors degree (BA/BS) in engineering, chemistry, safety, or a related discipline, and 10 years experience in safety and health, process hazard analysis, chemical/process engineering, or safety program management, or an equivalent combination of education and relevant work experience.

Grade 21

Bachelors degree (BA/BS) in engineering, chemistry, safety, or a related discipline, and 12 years experience in safety and health, process hazard analysis, chemical/process engineering, or safety program management, or an equivalent combination of education and relevant work experience.

  • Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Grade 22

Bachelors degree (BA/BS) in engineering, chemistry, safety, or a related discipline, and 15 years experience in safety and health, process hazard analysis, chemical/process engineering, or safety program management, or an equivalent combination of education and relevant work experience.

  • Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased.

Desired Qualifications

  • Minimum 2 years' experience in supervisory or management roles involving development of Process Hazard Analyses (PHAs) and management of Process Safety Management (PSM) programs
  • Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM),

or other nationally recognized safety-related credentials

  • Familiarity with PHA software tools (such as Leader PHA from ABS Group) and related process safety methodologies
  • Skilled in preparing and delivering written reports/presentations for internal and external audiences
  • Ability to communicate clearly and professionally with personnel at all organizational levels, including technical teams, management, and regulatory agencies
  • Ability to actively listen, solicit input, and provide constructive feedback within team environments

Compensation & Benefits

In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made at the appropriate grade level and within the targeted hiring range posted according to these factors. Note a candidate's prior salary history will not be taken into consideration.

Hiring Range Minimum: $131,888

Hiring Range Maximum: $214,288
