Position Summary
The Site Safety & Health Officer oversees safety, health, and environmental management for all marine construction, dredging, and heavy civil projects. This role is responsible for ensuring compliance with safety regulations, mitigating risk, and fostering a culture of safety across project teams. The Site Safety & Health Officer conducts regular site visits, leads safety audits and investigations, and provides technical expertise to field crews and management. This position requires strong leadership, technical knowledge, and the ability to work independently while supporting multiple project sites.
Key Responsibilities
- Conduct comprehensive on-site hazard and risk assessments, safety audits, accident investigations, and equipment inspections to identify and mitigate hazards.
- Partner with Project Managers, Superintendents, and Site Safety Representatives to evaluate safety requirements and implement corrective actions.
- Develop and deliver worker training on safety regulations, Job Hazard Analysis (JHA), and proper use of safety equipment.
- Monitor compliance with OSHA, USC 46, EPA, DOT, and other applicable federal, state, and local safety regulations.
- Manage and administer company substance abuse testing and occupational health programs.
- Compile, analyze, and report statistical data related to occupational illnesses, accidents, and safety performance.
- Lead detailed incident investigations and root cause analyses to drive continuous improvement.
- Provide technical assistance and contribute to safety-related documentation, proposals, and compliance reporting.
- Promote a proactive, company-wide safety culture through leadership and consistent communication.
Minimum Requirements / Qualifications
- Bachelor’s degree in Safety, Construction Management, Engineering, or related field preferred.
- Minimum 5 years of site safety experience in dredging, marine, civil, or environmental contracting.
- OSHA 500 certification required.
- OSHA 30-hour and OSHA 40-hour HAZWOPER certifications (with current annual refresher).
- Competent Person Training in the following areas:
- Hazardous Waste Operations (29 CFR 1910.120)
- Personal Protective Equipment (29 CFR 1910 Subpart I)
- Materials Handling and Storage (29 CFR 1910 Subpart N)
- CSP, ASP, or CHST certification preferred.
- Experience with U.S. Army Corps of Engineers projects strongly preferred.
- Strong technical writing, communication, and interpersonal skills.
- Proficiency with Microsoft Office Suite.
- TWIC (Transportation Worker Identification Credential) required or obtainable.
- Must pass pre-employment physical and drug screening (safety-sensitive position).
- Valid driver’s license and ability to travel extensively to project sites.
- Ability to swim and work safely over water.
Physical Requirements
- Ability to climb ladders, stairs, gangways, heavy equipment, and vessels.
- Lift, carry, push, and pull items weighing up to 25 pounds regularly.
- Stand, walk, bend, kneel, crouch, and work on uneven or unstable surfaces for extended periods.
- Work in confined spaces and at heights as required.
- Work outdoors in extreme weather conditions, including heat, cold, wind, and rain.
- Frequent movement between vessels, docks, and floating platforms.
- Required to wear PPE, including a Type III PFD, throughout the shift, which increases physical strain in hot weather conditions.
- Ability to work extended hours, nights, and weekends as needed.
Work Environment
- Active marine construction and dredging sites with heavy equipment and vessel operations.
- Exposure to diesel exhaust, oil, fuel, noise, and potential environmental contaminants.
- Requires frequent travel and overnight stays at project locations.
Compensation
The expected salary range for this position is $70,000 to $135,000, depending on experience and qualifications.
