At Northfield Park, the Risk & Safety Manager – Casino Operations develops, implements, and oversees the property’s comprehensive risk management, safety, and loss prevention programs within a highly regulated casino and racetrack environment. This role identifies, evaluates, and mitigates operational, financial, regulatory, and safety risks that may impact guests, team members, assets, gaming operations, or the organization’s gaming license.
The position ensures compliance with Ohio Lottery Commission, Ohio State Racing Commission and Ohio Casino Control Commission regulations, insurance requirements, OSHA standards, fire and life safety codes, and company policies to maintain a safe, secure, and compliant 24/7 casino, racing, and hospitality operation.
ESSENTIAL JOB FUNCTIONS/DUTIES

- Develops, implements, and maintains property-wide risk management, safety, and loss prevention policies aligned with casino gaming and pari-mutual regulations, hospitality standards, and industry best practices.
- Ensures compliance with Ohio Lottery Commission, Ohio State Racing Commission and Ohio Casino Control Commission, OSHA, ADA, NIOSH, EPA, fire/life safety, and other applicable federal, state, and local regulations.
- Leads property emergency preparedness and response planning, including coordination with Security, Operations, local law enforcement, emergency medical services, and fire departments. Executes Incident Command System (ICS) protocols during critical incidents such as medical emergencies, evacuations, severe weather events, power failures, or active threat situations.
- Oversees crowd safety, ingress and egress planning, and public assembly risk controls for large-scale events, peak gaming periods, live racing, and entertainment activations to ensure guest safety and regulatory compliance.
- Oversees contractor and vendor safety compliance, including credentialing, insurance verification, incident reporting, and adherence to property safety standards for third-party service providers operating on-site.
- Prepares and presents risk, safety, and claims metrics to executive leadership, identifying trends, root causes, and cost-containment or mitigation opportunities impacting casino and racetrack operations.
- Partners closely with Security, Surveillance, and Compliance teams to align safety, incident reporting, and regulatory documentation, without assuming primary responsibility for security operations or surveillance functions.
- Identifies and analyzes risks specific to casino gaming floor operations, racetrack activities, food & beverage, facilities, entertainment venues, cash-handling environments, and large public assemblies.
- Serves as the primary liaison with attorneys, insurance carriers, third-party claims administrators, regulators, and external auditors regarding risk, safety, and liability matters.
- Manages general liability, guest injury, and workers’ compensation claims, including investigations, documentation, litigation support, and coordination with internal and external stakeholders.
- Ensures proper administration of workers’ compensation claims, including return-to-work and light-duty programs, coordination with HR and Payroll, and communication with department leaders.
- Maintains OSHA logs and required safety documentation, ensuring accurate reporting and regulatory compliance.
- Assists in the review and analysis of risk management programs and insurance coverage to ensure adequacy, effectiveness, and cost efficiency.
- Plans and coordinates risk control and loss prevention initiatives across all departments, including Gaming, Security, Facilities, Food & Beverage, Racing Operations, and Administration.
- Assists in the development and administration of guest liability claims policies and procedures specific to casino and hospitality operations.
- Responsible for all required assembly permits, fire department approvals, and life safety compliance, ensuring the property remains licensed, insured, and operational.
- Conducts monthly safety committee meetings, leads hazard identification efforts, and tracks corrective action plans property-wide.
- Monitors incident trends, operational changes, and emerging risks in a 24/7 casino environment, recommending proactive mitigation strategies.
- Demonstrates professional conduct, discretion, and sound judgment when interacting with guests, regulators, vendors, and team members.
- Performs other duties as assigned in support of casino operations and regulatory compliance.
JOB SPECIFICATIONS
Education, experience, skills required, equipment used. • Must be at least 21 years of age.
- Must be at least 21 years of age.
- Minimum five (5) years of risk management and/or safety experience, preferably within a casino, gaming, hospitality, racetrack, or other highly regulated 24/7 environment.
- Minimum three (3) years of supervisory or management experience.
- Associate degree or higher preferred, or an equivalent combination of education and experience.
- Experience managing or coordinating emergency response drills, including evacuation procedures, active threat response, and mass-casualty preparedness, preferred.
- Prior experience working with gaming regulators, insurance carriers, and third-party claims administrators strongly preferred.
- Strong knowledge of casino, hospitality or 24/7 operation risk exposure, guest liability, workers’ compensation, and regulatory compliance.
- Excellent organizational skills and attention to detail.
- Strong analytical, investigative, and critical-thinking abilities.
- Demonstrated leadership and supervisory skills.
- Strong background in audit methodologies, incident investigation, and compliance documentation.
- Proficient with Microsoft Office Suite and related reporting systems.
- Ability to work effectively in a fast-paced, 24/7 casino and racetrack environment.
CERTIFICATION REQUIREMENTS
? Must be able to obtain and maintain a valid Ohio Casino Control Commission (OCCC) gaming license.
? OSHA 30-Hour (General Industry) certification strongly preferred.
? Professional safety and risk credentials such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Risk Manager (CRM), Associate in Risk Management (ARM), or equivalent preferred.
? Workers’ compensation and claims management certifications preferred.
? Emergency management training through FEMA (Federal Emergency Management Agency) preferred, including Incident Command System (ICS) and National Incident Management System (NIMS) coursework (e.g., ICS-100, ICS-200).
? CPR / First Aid / AED certification preferred
