Position Overview/Duties
The US Army Corps of Engineers is seeking a qualified individual to serve as a Safety and Occupational Health Manager. This position is responsible for planning, organizing, directing, and evaluating a comprehensive safety and occupational health program. The primary objective is to eliminate or minimize human injury, property loss, and productivity decline by designing and implementing effective management policies and programs.
Duties
- Manage and facilitate the Safety and Occupational Health program.
- Formulate District policies and provide program direction by issuing regulations, standards, and technical guidance.
- Manage surveys, evaluations, studies, audits, and accident investigation/reporting.
- Advise the Commander and staff on safety and occupational health matters.
- Serve as the District technical authority on Safety and Occupational Health.
- Serve as subject matter expert on ASOHMS (Army Safety and Occupational Health Management System) and CE-SOHMS (Corps of Engineers - Safety and Occupational Health Management System).
- Develop and implement training programs to assure full-time, seasonal, and temporary personnel have all applicable safety and occupational health training.
- Supervise, oversee, and manage subordinate Safety and Occupational Health office employees.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain the Army CP-12 Certificate for Occupational Safety and Health within 36 months.
- This position has been designated as "mission essential", the Incumbent will be required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes (1) inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards; (2) identify potential new hazards; AND (3) advise on or resolve technical matters dealing with occupational safety and health requirements.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

- This position has been designated as "mission essential", the Incumbent will be required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander and may be required to remain on duty after the official shift ends, i.e., mandatory overtime; subject to recall to duty. Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
