The **Program Manager, Health, Safety & Environment (HS&E)** is responsible for
- providing a variety of HS&E services that support business success.
- Mitigation of Health, Safety and Environmental risk for the business and organizational
- employees will be a key deliverable of this role.
- Reporting to the Director, HS&E, the Program Manager, HS&E will be accountable for
- compliance with applicable regulatory and/or statutory HS&E requirements for a large
- field-based workforce.
- In this role, the Program Manager, HS&E will conduct activities per established
- standards, under the guidance of the Director, HS&E.
- **Primary Responsibilities**:
Lead, Innovate and Commit to Excellence
- **Injury Prevention**
The Program Manager, HS&E is responsible for supporting injury prevention initiatives by
- working with members of management and workers to support all existing injury prevention
- programs in addition to new injury prevention programs that are developed and implemented
- by the Director, HS&E.
- **HS&E Compliance**
Responsible for ensuring that internal HS&E compliance standards are maintained effectively,
- including:
Applicable regulatory and/or statutory HS&E requirements
- Established compliance requirements, such as the following:
- Joint Health & Safety Committee and Health & Safety Representative support activities
- Facility workplace inspection and evacuation drill requirements
- Preventative maintenance activities for Personal Protective Equipment (PPE) and other HS&E related requirements
- Customer support requirements
- Conducting Quarterly Compliance Audits to identify gaps in the internal HS&E management system (e.g. regulatory and/or statutory HS&E requirements, established internal standards and customer mandates)
- Presenting Quarterly Compliance Audit results to the Director, HS&E
- Supporting initiatives to close HS&E management system gaps
- *COR® Accreditation**
Responsible for fulfilling the role of Internal Auditor to support provincial COR® Accreditation,
- under the guidance and direction of the Director, HS&E.
- **Employee Disability Claims and Return To Work**
The Program Manager, HS&E is responsible for facilitating day-to-day activity associated with
- the Work-Related (WR) Employee Disability Management Program, while ensuring compliance
- with the Workplace Safety & Insurance Act (ON) in addition to similar provincial legislation, per
- the process established by the Director, HS&E.
- Responsible for liaising with Workplace Compensation Board (WCB) representatives regarding
- adjudication, case management and return to work.
- **Employee Training**
Responsible for the development of training materials to support HS&E programs and
- initiatives. The Program Manager, HS&E is also responsible for delivery of training and updates
- to management and workers, as directed by the Director, HS&E.
- Responsible for supporting training delivery and compliance activities through web-based
- training platform (HR Downloads).
- **Incident Response**
Responsible for timely review, follow-up and processing of Incident Reports that are received
- from members of management through the Safety Reports system.
- Supports critical injury and work refusal follow-up requirements, as applicable.
- **Customer Support**
Responsible for supporting customer requirements by maintaining compliance through a
- variety of Vendor Management Systems.
- Contributes to timely reporting, follow-up and internal response to customer information
- requests, including pre-qualification and / or contractor evaluation forms & related
- documentation (e.g. WSIB Clearance Certificate, Workplace Injury Summary Report, General
- Insurance info., etc.), as required.
- **Metrics and Reporting**
Responsible for ensuring timely reporting of injury and illness reports to worker’s
- compensation authorities, to customers and to Corporate office.
- Responsible for sharing data and contributing to departmental metrics and reporting
- initiatives.
- **REQUIRED QUALIFICATIONS**:
- Post-Secondary Health & Safety education of (at least) a 1-year college certificate program
- Successful completion of (or currently pursuing) either of the following:
- Canadian Registered Safety Professional (CRSP®)
- Certified Health and Safety Consultant (CHSC)
- Canadian Registered Safety Technician (CRST®)
- 5 years of progressive health & safety experience gained within fast-paced, diverse work
- environments
- 3 years of progressive experience managing work-related disability claims
- *SUCCESS FACTORS**
- Extensive knowledge of provincial occupational safety and environmental legislation / regulations
- Strong computer and systems experience (e.g. Vendor Management Systems, Employee Training Systems, etc.)
- Effective communication skills and ability to work well with management and employees (including strong presentation skills, etc.)
- Strong organizational skills, including the ability to meet multiple deadlines an
