Description

General Description

The purpose of this position is to oversee and maintain bus stops, facilities, vehicles/buses, and the public transportation services provided to the City of Rock Hill citizens, students and visitors on My Ride’s fare-free buses on designated routes. Para-transit transportation service is provided to City residents and visitors in compliance with the Americans with Disabilities Act through an approval process. This position requires thorough knowledge of public mass transit operations, DOT safety, ADA compliance, Title VI, Federal Transit Administration laws and regulations, and ability to maintain confidentiality.

Minimum Education and Experience Requirements

Graduation from high school or GED equivalent required. Associate’s degree in business/management preferred; with a minimum of two years of experience in transit or CDL operations. The equivalent combination of education and related work experience may be considered.

Special Certifications and Licenses

Valid Class A or B Commercial Driver's License (CDL) and current DOT Medical Card required. Passenger Endorsement preferred but not required

Knowledge pertains to the abilities pertinent to the position of interest, which are crucial for the comprehension of tasks and completion of assignments.

  • Must be knowledgeable regarding public mass transit systems and operations, CDL requirements, safe driving techniques and basic mechanical functions.
  • Knowledge of FTA/DOT regulations and policies regarding Transit Operations, grants management, fund drawdown systems, compliance and reporting requirements.
  • Knowledge of bus transit and para-transit operations for passenger safety, ADA compliance, and Transit Driver efficiencies.
  • Knowledge of Microsoft Office Suite products Outlook and PowerPoint.
  • Considerable skill in the use of Word and Excel for entering and analyzing data.
  • Skill in implementing effective safety enhancements associated with all transit programs.
  • Considerable ability to maintain accurate records; to work independently and in a group; ability to establish and maintain effective working relationships
  • with other City departments, managers, supervisors, employees, trainees, and the public.
  • Ability to prepare detailed written reports, recommendations, and oral presentations regarding overall operational performance and deficiencies.
  • Ability to maintain effective working relationships, peers, co-workers, supervisors and management.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the public, and all other internal and external customers. Personally demonstrate appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions

The essential functions include, but are not limited to the following:

  • Receives paratransit applications, confirms applicant eligibility, and oversees the notification process to the applicant ensuring compliance with ADA policy.
  • Monitors and directs emergency situations; Notifies appropriate personnel of all incidents, accidents, and hazards.
  • Ensure Transit employees meet and comply with all Federal, State, and Local health and safety regulations.
  • Operates a motor vehicle to monitor Transit Operations and maintain/check routes, bus stops, and facilities, such as the Transit Hub and Bus Bays.
  • Ensures Maintenance of Transit Hub Office/Breakroom and Bus Bays, such as stocking supplies, emptying Transit Hub Office Trash.
  • Prepare reports, correspondence, and directives regarding division operations, performance, citizens’ complaints or special issues as needed and/or requested by leadership.
  • Coordinates all new hire, post-accident, and safety programs, Including assigning monthly safety training.
  • Ensure operational condition of transit support vehicles for mechanical and/or safety issues.
  • Operates My Ride Transit vehicles in regular service as a backup transit operator as necessary.
  • Coordinates with Fleet, Facilities Maintenance, and ITS to troubleshoot and oversee the maintenance of all vehicles and equipment, ensuring the safety of drivers and passengers, as well as the continuity of operations at all times.
  • Operate Transit vehicles for the purpose of cleaning and/or vehicle testing to include test drives and moving on the yard in a safe and responsible manner.
  • Coordinates to ensure cleaning the exterior of Transit Vehicles. (CDL requirements to operate buses, use a pressure washer, maneuver vehicles in/out of wash bay) as necessary.
  • Coordinates to ensure cleaning Transit Vehicle Interiors daily, utilizing appropriate cleaning equipment and techniques. Maintains cleanliness of all surfaces. Vacuums and cleans upholstery, ensuring a fresh and hygienic environment for passengers.
  • Investigate and resolve complaints from the public that have been received by dispatch and/or other City Staff; Notify Transit Administrator if employee misconduct is found during the complaint investigation.
  • Performs all other duties as may be required to meet organizational needs
