Building Safety Codes Officer I- Job Number : 44431The Building Safety Codes Officer I is tasked with the review of drawings and plans pertaining to new buildings, additions, renovations or demolitions of residential structures as defined and limited under the Residential Certification Level. Under the guidance of senior team members the Building Safety Codes Officer I is responsible for administering provincial safety code authority duties including auditing for compliance with relevant codes and other legislation such as the Safety Codes Act, the National Building Code - Alberta Edition, Occupational Health and Safety Standards, and Building Permit Bylaw, as applicable to residential structures.

With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Retrieve records and plans, when applicable, of previous buildings' development to evaluate the extent and conformity of proposed changes
  • Interpret safety codes
  • Examine and prepare detailed permit submissions for approvals of residential construction as per submitted plans
  • Upon attainment of Residential Certification, the SCO may issue residential permits without the need for review and sign off by senior team members
  • Input relevant data, reports, correspondence and permits into POSSE and other systems used by the City
  • Create reports or other correspondence detailing any questions or deficiencies found on drawings or plans as well as actions taken and recommendations provided
  • Consult with or assist other units, provincial authorities or associations as needed
  • Coordinate approvals and collaborate with other departments (Fire, environmental, transportation, development appeal board, health, etc.)
  • Meet with the applicants, builders, or professional consultants for preliminary project review and discussion
  • Explain requirements of safety codes and educate developers, applicants, owners or other parties involved as appropriate
  • Attend and participate in safety meetings and training and advise of any health and/or safety concerns
  • Perform other related duties as required
  • Qualifications:
  • Completion of the twelfth (12th) school grade
  • One of the following:
  • Journeyman carpenter, plumber, electrician, sheet metal worker, steamfitter, or bricklayer certification recognized in Alberta and 3 years of relevant experience in the building construction industry after receiving that journeyman certification
  • Two-year technology diploma in a related field or equivalent recognized in Canada and 5 years of relevant experience in the building construction industry
  • A degree in Engineering or Architecture recognized in Canada and 3 years of relevant experience in the building construction industry, at least one of which must be completed after obtaining that degree
  • 3 years of experience in construction of buildings is required including1 year of experience in best practices and understanding of project scheduling
  • Eligibility to enroll in Safety Codes Officer training achieving certification “Residential”, “Part 9” and “Part 3” or equivalent (Group A Level 3) with Safety Codes Council in the Province of Alberta
  • Knowledge of standard methods, techniques, materials, tools and equipment employed in the building construction trades with experience involving residential projects
  • Knowledge of the Safety Codes Act, the National Building Code - Alberta Edition, City Bylaws and related policies, procedures and regulations as they pertain to residential buildings; must possess the ability to analyze and interpret legislation
  • Ability to recognize construction that does not meet the intent of the National Building Code - Alberta Edition or hazardous conditions pertaining to residential building construction and determine structural stability of residential buildings through review of plans or on-site inspections
  • Ability to analyze and interpret simple plans or designs prepared by applicants, architects and/or engineers
  • Customer service focused with the ability to work through a variety of customer needs with professionalism
  • Ability to manage multiple priorities and projects and effectively organize tasks including the ability to adapt to changing priorities and circumstances
  • Ability to work independently or contribute positively as part of a team
  • Proficient in the use of personal computers for data entry, plan review, communication with customers
  • Awareness and ability to communicate inclusively and respectfully with diverse community members
  • Hire is dependent on Police Information Check satisfactory to the City of Edmonton
  • Valid Alberta Class 5 driver's licence (or provincial equivalent); must arrange own transportation to be reimbursed in accordance with City of Edmonton policy, which may require business auto insurance
