**Basic Function**

Petro-Canada Lubricants Inc. (PCLI), an HF Sinclair company is seeking an EH&S Manager who will support the Global Supply Chain (GSC) operations to compliance management related to Environmental, Health, Safety, Security, and Emergency Response (EHS) regulations and programs. They will manage compliance with all applicable environmental, health, safety, security, emergency response and similar regulations at multiple facilities located in the United States and Canada and be responsible for programs and processes related to regulations, permits/approvals, regulator engagements, recordkeeping, reporting, and training. Additionally, the role will assist with the general safety and compliance as it relates to the GSC transportation group (TDG/DOT and FMCSA guidelines).

  • *Job Duties**:
  • *EHS**:
  • Drives our Goal Zero mindset and finds ways of continuously improving the EHS culture
  • Ensures regulatory compliance with all relevant Environment, health, safety, security and emergency response federal, provincial and municipal regulations, and as well compliance with company and industry standards (e.g. ISO 14001, corporate policies, etc.)
  • Manages all aspects of environmental compliance for all programs, including, but not limited to, air, hazardous waste, non-hazardous waste, universal waste, used oil, wastewater, and stormwater for all GSC-managed facilities and transportation operations
  • Coordinates safety programs, policies, and procedures and provides training to ensure the Company, including employees and contractors, is compliant with all health and safety regulations and standards, including incident management and reporting, industrial hygiene, radiation safety, chemical inventory and SDS, and all process and procedures related to Life Saving Principles
  • Proposes and implements EHS policies, programs and initiatives; participates in external and internal EHS audits
  • Develops, implements and manages change related to health, safety, emergency response, environmental and security programs to mitigate risk and continuously improve
  • Represents the company to governmental agencies, the public, and trade/professional associations and interfaces with regulatory agencies to ensure understanding of, and compliance with, all applicable EHS regulations and requirements
  • Facilitates all regulatory needs including maintaining all company permits and licenses as required for relevant standards, maintaining necessary recordkeeping, and filing all necessary reports
  • Stewards leading and lagging metrics for EHS performance to Management Teams and recommends appropriate action to course correct or continuously improve performance
  • Manages all required plans, permits, and registrations, including waste oil registrations and sampling plans, medical plans, spill and emergency response plans, stormwater management plans, waste management plans, etc.
  • Leads incident investigations, develops root cause analysis, recommends policy changes and corrective actions regarding events, and champions the event and action item electronic systems for the organization.
  • Leads safety reviews, hazard assessments, management of change, Lock Out Tag Out (LOTO), hot work, and confined space entry projects
  • Update and maintain emergency response plans and field safety
  • Oversee, develop and conduct field EHS audits and participate in third party compliance audits
  • Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion
  • *Transportation**:
  • Coordinates TDG/DOT safety & training programs, policies and procedures
  • Participates in internal and external TDG/DOT/FMCSA audits; maintains the TDG/DOT security plan and trains employees
  • Tracks, monitors and communicates TDG/DOT safety performance; initiates appropriate measures to ensure continued safe operation of the business unit
  • Reviews pending and upcoming changes to TDG/DOT regulations and informs management on changes that affect them
  • Manages investigations of incidents where a CMV was involved
  • *Coordination with Mississauga EHS, Management Systems, and Regulatory Teams**:
  • Coordinates with the Mississauga EHS Team for their technical and regulatory expertise for the Canadian operations
  • Coordinates with and supports the Management System (ISO and similar) and Regulatory (SDS’, product registrations, etc.) teams in Mississauga for items related to GSC operations
  • *Experience**:
  • A minimum of ten years of industry experience in environmental, health, and safety are required
  • Oil & gas, such as: heavy and light oils and/or locomotive engine oil and transportation preferred
  • Packaging operations experience, particularly container filling and packaging experience is preferred
  • Blending and terminal operations experience is an strong asset
  • *Education Level**:
  • A minimum of a Bachelor’s Degree in Engineering, Environmental Sciences, Industrial Hygiene, Safet
