Plan, coordinate, prioritize and assign work to Cash Management Section staff; research, recommend and implement administrative and control procedures. Participate in the implementation of legislative and policy/operational changes impacting cash management systems and processes. Control and analyze WSIB's cash flow program.

Maintain the accuracy, integrity and reliability of banking transactions, systems and employer and work information/data.

  • *Major Duties & Responsibilities**

1. Plan, coordinate, prioritize and assign work to Cash Management Section staff to ensure the Section is efficiently organized and all daily activities are effectively and promptly executed. Assign staff to priority issues as required. Coordinate and recommend the scheduling of staff absences and vacation requests and forward to manager for approval. Monitor employee work for quality, productivity, and accuracy and provide feedback to manager. Train staff and coach new employees on cash management processes and systems and other programs to assist with the successful completion of responsibilities and duties in cash management.

2. Develop, implement and maintain administrative and control procedures and processes to support and improve upon CM programs, processes, and systems and to ensure WSIB records are accurate and free of theft or financial irregularities. This includes conducting research, analysis and investigation into business processes, identifying and developing solutions and implementing or initiating activity to improve efficiencies and ensure processes reflect and support divisional and organizational business plans.

3. Participate in the implementation of legislative, policy or operational changes/system enhancements that impact WSIB systems, such as PeopleSoft cash management system, ACES, WBS, and cheque writing system, and processes. This includes:

  • Analyzing and developing business requirements, setting up system parameters to facilitate reconciliation of the WSIB bank accounts, maintaining procedures, developing test scripts and scenarios for PS CM, ACES, WBS, and CW, conducting testing and documenting results within prescribed timeframes and approving test results to ensure all business requirements and implementation target dates are met;
  • Determining impact on system outputs, communicating test results and gaps to project team, resolving outstanding issues;
  • Developing workaround procedures;
  • Approving WSIB system changes and recommending whether or not to implement;
  • Examining post implementation results to ensure successful implementation.

5. Administer on-line and web banking systems set up by granting access, establishing employee profiles, and maintaining approval and dollar value limits for bank's on-line wire payment system, completing WSIB systems access forms as required for users and Treasury management.

6. Ensure the security, confidentiality and privacy of banking transactions, systems and employer and work information received. Audit banking transactions and general ledger bank accounts for accuracy, validity and completeness and ensure all items are processed through the bank, protect WSIB funds against error and/or fraudulent activity. This includes:

  • Monitoring and approving bank transactions entered in bank statements, and fund transfers to ensure they are valid, correct and balanced to WSIB supporting documentation;
  • Identifying, investigating and resolving discrepancies and/or referring to banking personnel for resolution;
  • Ensuring bank accounts are zero balanced by the bank and cleared to WSIB's main bank account in Schedule 1, Schedule 2 and EPP operational accounts and that cash inflows and outflows are in balance with actual banking transactions;
  • Auditing bank reconciliations prepared by staff for completeness and accuracy and approving by target deadline;
  • Ensuring any outstanding reconciliation items are cleared and bank balances are in agreement with amounts reported in the WSIB financial statements;
  • Assisting internal and external auditors by providing explanations for transactions, reports and the clearing of outstanding reconciliation items within all bank accounts and reconciliations;
  • Identifying, investigating and reporting any financial transaction irregularities to Regulatory Services and Manager.

7. Provide expertise, advice and consultation to WSIB staff within the Operations cluster, Treasury, Financial Reporting, Employer Audit, etc. regarding cash management program, processes and systems.

8. Act as the WSIB's banking representative and liaise with the banks on operational issues. This includes establishing and maintaining relationships with banking representatives; monitoring service level agreements and advising manager of agreement violations; advising banking representative of issues, working out solutions and corrections, or escalating unresolved issues to bank's customer service manager where appropriate.
